Which Criteria Exactly?

I have worked in international schools in different countries over the last few years. During this whole period, no one told me that I don't fit their criteria. I applied to the work agency, however, and got refusal letter, according to which I don't fit their criteria. The agency didn't even answer me when I asked them to specify what those criteria are. I suppose it’s just one: your passport is not from a special privileged country.
